What the policy did

Ley 21.030 enacted in September 2017 under the second Bachelet government, partially decriminalising abortion in three circumstances: risk to the woman's life, fatal foetal pathology, and pregnancy resulting from rape. Replaced Chile's prior absolute prohibition (in force since 1989) and set out a public-health protocol for terminations in the public hospital system.

Policy-content fingerprint — what this policy moved, on which axes

Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.

intended
tax corporate
fiscal.tax_corporate
Statutory and effective corporate tax rates, treatment of depreciation, and international competitiveness.
increased · weak
higher corporate tax burden
Bachelet-era fiscal package partially funded the broader social agenda accompanying this reform.
tax progressivity
fiscal.tax_progressivity
Progressivity of the personal income tax schedule, including top marginal rates, bracket spread, and targeted credits (EITC-equivalents).
increased · weak
more progressive (higher top rates, wider spread, larger targeted credits)
Companion tax measures shifted the average rate burden toward higher-income brackets.
transfer expansion
fiscal.transfer_expansion
Size of cash and near-cash transfer programmes (unemployment benefits, means-tested assistance, universal child benefits). Architecturally distinct from forced-saving schemes — see condition welfare_architecture.
increased · weak
larger transfer footprint
Public-health protocol expanded entitlements to free reproductive-health services in eligible cases.
spending level
fiscal.spending_level
General government spending as share of GDP, excluding transfers already captured under fiscal.transfer_expansion to avoid double-counting.
increased · weak
higher spending share
Implementation required additional Ministry of Health budget for protocol training and provision.

Large welfare states sustain long-run real GDP per capita growth when paired with market flexibility (low product- and labour-market barriers), trade openness, and fiscal discipline (debt-to-GDP below 90%), but not when paired with rigid product and labour markets, in an OECD and rich- country panel 1980-2020.
