Trade policy openness — tariffs, non-tariff barriers, FTAs, industrial protection.
Ease of hiring/firing, collective-bargaining scope, minimum wage rigidity, temporary/permanent contract regulation.
National Assembly Resolution 72/2018/QH14 of 12 November 2018 ratifying the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), making Vietnam the seventh country to ratify and triggering entry into force 14 January 2019. Commitments included elimination of 65% of tariff lines on entry rising to ~98% over 10 years, services and investment liberalisation, state-owned-enterprise disciplines, labour and independent-union commitments (with transition periods), and accession to ILO Convention 98 (collective bargaining, ratified 2019). Combined with EVFTA (ratified 2020) and RCEP (signed 2020) to give Vietnam the most-networked FTA coverage in ASEAN.
Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.
Explicit links are curated by the author. Inferred links are hypotheses in the library that test the same axes this policy moved — the framework's answer to "what does the data say about a policy like this?".
Ranked by axis-fingerprint overlap with this policy. Direction match bolded — those are the closest historical analogues. Shape of the match is what drives policy-outcome comparison, not the country or party label.
