What the policy did

The individual-side provisions of the Tax Cuts and Jobs Act (TCJA) of 2017 reduced statutory marginal tax rates across most brackets, nearly doubled the standard deduction, expanded the child tax credit, and constrained itemised deductions. Most individual provisions were enacted with a scheduled sunset at end of 2025 to fit reconciliation rules. The package also created the Section 199A pass-through deduction and adjusted the alternative minimum tax thresholds.

Policy-content fingerprint — what this policy moved, on which axes

Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.

intended
tax corporate
fiscal.tax_corporate
Statutory and effective corporate tax rates, treatment of depreciation, and international competitiveness.
decreased · weak
lower corporate tax burden
Section 199A pass-through deduction reduced effective rates on business income flowing through individual returns.
tax progressivity
fiscal.tax_progressivity
Progressivity of the personal income tax schedule, including top marginal rates, bracket spread, and targeted credits (EITC-equivalents).
decreased · weak
less progressive (flatter rates, compression, smaller credits)
Bracket cuts and pass-through deduction conferred larger benefits on top earners in absolute and relative terms.
trade openness
regulatory.trade_openness
Trade policy openness — tariffs, non-tariff barriers, FTAs, industrial protection.
unchanged · weak
Individual rate cuts had no direct trade-policy mechanism; structurally neutral on cross-border flows.

Estonia adopted among the most radical market-liberalisation packages of any post-Soviet state — flat tax (26% universal rate, 1994), currency board (EEK pegged to DM/EUR, 1992), rapid privatisation, unilateral free trade, and minimal capital controls — and by 2007 had recovered to Soviet-era GDP per capita levels and substantially exceeded them, while Belarusian and Ukrainian peers had not recovered comparably.

Singapore's long-run prosperity and frontier convergence are better predicted by extreme trade openness, strong rule of law, competitive product and services markets, and high economic freedom than by state ownership or industrial targeting alone.
