State Welfare Card programme launched 1 October 2017 under the NCPO, delivering means-tested monthly benefits (initially 200-300 baht) to adults earning under 100,000 baht per year, plus utility subsidies, free public-transport credits (BMTA, MRT, public bus), and cooking- gas vouchers. Enrolment reached roughly 14.5 million holders by 2020 and became the default delivery rail for later cash transfers including COVID relief, senior-citizen top-ups, and the Srettha-era digital-wallet first tranche (September 2024). The card is delivered through Krung Thai Bank and integrates with the PromptPay national instant-payment rail.
Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.
Explicit links are curated by the author. Inferred links are hypotheses in the library that test the same axes this policy moved — the framework's answer to "what does the data say about a policy like this?".
Ranked by axis-fingerprint overlap with this policy. Direction match bolded — those are the closest historical analogues. Shape of the match is what drives policy-outcome comparison, not the country or party label.
