What the policy did

Two months into Caldera's second presidency, Minister of the Interior granted a sobreseimiento (judicial dismissal) of the pending charges against Hugo Chávez and other MBR-200 coup leaders from 4 February 1992. Chávez released from Yare prison 26 March 1994. Caldera had notably defended the February 1992 coup attempt in his famous 5 February 1992 Senate floor speech attacking the Pérez government. Chávez founded Movimiento V República 1997, won December 1998 presidency 56.2%.
