What the policy did

Ley 19.075 (10 Apr 2013) legalised same-sex marriage in Uruguay — twelfth country globally, second in LatAm after Argentina (2010). Gender-neutral marriage-age reforms, adoption rights, surname-selection rules + divorce procedure updates. Passed Chamber 81-6, Senate 23-8. Complemented 2007 Unión Concubinaria law + 2009 adoption reform + 2012 abortion decriminalisation.
