The Orsi government partially softened the inherited Ley 20.130 pension settlement through targeted improvements for low-benefit retirees rather than wholesale repeal of the 2023 parametric reform. BPS described an additional 2 percent increase from July 2025 and a further 1 percent from July 2026 for about 115,000 minimum-income retirees and pensioners, on top of the ordinary inflation-linked adjustment, while the government preserved the core retirement-age transition and AFAP/BPS architecture after the October 2024 repeal plebiscite failed.
Per invariant 3, reforms are scored by what they did on each channel-separated axis, not by the party that enacted them. This fingerprint is how the policy-match engine finds historical analogues.
Explicit links are curated by the author. Inferred links are hypotheses in the library that test the same axes this policy moved — the framework's answer to "what does the data say about a policy like this?".
Ranked by axis-fingerprint overlap with this policy. Direction match bolded — those are the closest historical analogues. Shape of the match is what drives policy-outcome comparison, not the country or party label.
