President Reagan's 23 March 1983 televised address announced SDI — a ground and space-based missile-defence research programme. NSDD-85 (25 March 1983) formalised the directive. Cumulative SDI Organization funding reached ~$30bn through 1993 before programme restructuring into Ballistic Missile Defense Organization under Clinton.
