Operation Desert Storm 17 January – 28 February 1991. US military outlays for 1990-91 Gulf War totalled ~$61B, of which allies (Saudi Arabia, Kuwait, UAE, Japan, Germany) reimbursed ~$54B — unique funding structure with minimal net US fiscal cost. Authorisation for Use of Military Force passed Senate 52-47, House 250-183 on 12 January 1991.
