What the policy did

The Anti-Homosexuality Act 2023 expanded Uganda's criminal penalties for same-sex conduct and related speech, association, and facilitation, including severe penalties for categories labelled aggravated homosexuality. The law materially increased legal exposure for LGBT people, civil-society actors, health providers, and organisations accused of promotion or facilitation.
