What the policy did

Ley 13/2005 of 1 July 2005 amended the Civil Code to open marriage to same-sex couples with full parity including adoption rights. Spain became the third country globally (after Netherlands 2001, Belgium 2003, and Canada 20 July 2005). Law passed Congress 187-147 despite Catholic-hierarchy and PP opposition. Constitutional Court upheld it November 2012.
