What the policy did

Boris Yeltsin resigned the Russian presidency on 31 December 1999, naming PM Vladimir Putin as Acting President. The resignation timing brought the next presidential election forward three months (March 2000), benefiting Putin. Yeltsin received a presidential immunity decree on the same day.
