What the policy did

K-141 Kursk nuclear submarine sank in the Barents Sea on 12 August 2000 during exercises; all 118 crew perished. Early Putin-era crisis that tested government communication and foreign-assistance acceptance. Putin's delayed return from vacation and handling of media became a political test case; press coverage (NTV) soon curtailed as Kremlin moved against media oligarchs.
