What the policy did

Iniciativa Novas Oportunidades launched December 2005 as a national adult-education and skills-recognition programme targeting Portugal's unusually low adult-qualification rates. Combined RVCC (recognition, validation, certification of competences), adult-learning courses, and upper-secondary equivalency. By 2010 over 1.5 million Portuguese had enrolled. Closed down under Passos Coelho austerity 2013.
